First duplicate the image by going to layer > Duplicate layer..
After you have duplicated the layer go to Filters > Blur > Gaussian Blur
Have your settings match mine or set your own then press ok.

Now, Look over to where the layers box is. Click on the drop down box and choose overlay.

Your image should now look like this. Merge all layers and you're done!
